Recently adopted rescue kitten

We recently adopted a rescue kitten. We've had her for about 3 weeks now. I'm unsure of her age but I think she's around 6 months old . since we first brought her home she never seemed skittish or anything and seems relaxed around the house. She will come to us occasionally and snuggle with us but she won't let us touch her or pick her up. When we try she will growl and bite or hiss. Since we first got her she is getting better, she will let us pet her a little bit more and pick her up sometimes but still mostly acts aggressive towards us if we try to show any signs of affection. Has anyone dealt with a similar situation? I've tried almost everything but am worried I'm not really getting anywhere because as soon as I think she's settled in she just becomes feral again. I'm not sure what's happened to her in the past if she was abused or even just a stray but I just don't know how to stop her from biting and scratching us anytime we try to get close.

Really the answer I'm looking for is will she settle in? Am I expecting too much too soon given its only been 3 weeks? Other than the scratching and biting she's a pretty normal cat, she's litter trained, she sleeps wherever she wants with her belly showing, it just feels like I'm taking one step forward and two steps back • We have another cat too and they'll play everymorning but as soon as they get too close she Will swipe and hiss at him too /
