Can I make my cat want to live with us?

We adopted our car Zoe a few years ago from a local rescue. Her previous owner had died and the family that inherited the house didn't want her and dumped her outside. She ended up getting injured and taken in by an area rescue until she was healthy enough to be adopted, which we did about three years ago.

We moved to a new neighborhood about a year ago, and the houses are much closer together. It started out that Zoe would wander around the neighborhood and make friends but she always came home.

A few months ago, a neighbor posted on nextdoor about a lost cat, with a picture of our cat (even tho Zoe was wearing a collar). We went to get her and told the neighbor that Zoe has a home with plenty of food and a family who loves her. The neighbors said that they were so worried about her and had considered calling a shelter.

Fast forward to a month later, and the same neighbor comes over complaining about Zoe being in her yard and not leaving. Turns out they've been feeding her and giving her all sorts of attention. I think Zoe likes the neighbor house better because they don't have any kids or dogs (we have a 12yold and dogs). I asked the neighbor to stop feeding Zoe so she would come home, but the neighbor says that she couldn't ignore Zoe and had to feed her.

Our plan is to catch Zoe the next time we see her and try to make her an indoor cat. Realistically she will probably get out again because she hides and sneaks out the door when we let the dogs out. We play with her for at least 20 minutes a day when we see her, and she has lots of toys and space to get away from the dogs and kiddo when she wants.

Any advice on how to make my cat actually WANT to live with us?
