My neighbors are keeping dogs on their backpoarch ,6 of them,in crates all day and night.I only see them get out for 30 minutes a day sometimes once a day sometimes twice a day.They bark all the time it sounds like a dog pound.They are all Pitts puppies 5 months old.Is this inhumane I just don't think it's acceptable to keep them like that all the time but I don't know what to do.
