Kitten has discovered cat flap but we're not sure if we want/can let him outside yet, what to do?

We have a 1-year-old cat who regularly goes outside via our cat flap. This one works via microchip. It only lets the registered cat inside but every cat can go outside.

A few weeks ago we got a kitten as addition to our little family. He now is about 14/15 weeks old, had his first vaccinations and is chipped. First few weeks we only let him in a few rooms until he and the older cat were settled and used to each other. Now they're pretty friendly and the kitten can free roam in the house. This all went very well, until today... My partner and I were sitting outside in the garden when suddenly our kitten figured out the cat flap and joined us.

We're afraid he is too young to go outside already, but we're unsure on what to do. The kitten wants to go outside now that he has had a taste. For now we closed the cat flap in a way that you cannot go outside, but can come inside.

However, our older cat is used to go inside-outside whenever he pleases. Even at night. So keeping the flap closed like this isn't going to work at night.

What can we do about our kitten situation? Keep the cat flap closed like this? Or registered him so that he can also go inside and outside, but try to keep him inside at night? How old were your kittens when they go outside?
