Medium/long hair cat can't stop getting waste all over himself, help

So I have had many many many cats over the years, but they were all shorthairs. I now have a long hair and for a while things were absolutely fine, but recently I noticed he was stinking like literal shit. Turned out his backside was really clumped up with a single massive chunk. Like he had a real wet clay type situation and when he was done he just sat in it. So I gave him a bath and cleaned him up, but not a week later I come home to find he's smeared pee and crap all over a comforter in his usual sitting spot. Clearly in smear spots and not like he'd done anything there, although there was a turd in an otherwise clean spot. So bath time but now it's been 2 days and he's peed all over his crotch again. Clearly he's not incontinent. Aside from the turd in the bed I suspect was barely attached to his fur and just fell off, all the mess is on him, surfaces he's sat on, or in the litter box. But I don't know why the heck this adult cat is all of the sudden unable to use the bathroom without falling in. There have been no major changes around the house and aside from this he isn't exhibiting any signs of illness. He is an adult, fixed, and 2-3 YO. What could be causing this?
