At a loss how to help a dog in my apt being abused/neglected. Advice needed please!

Ok, so my neighbor in my apt complex HAD two dogs and now has just one from what I can see. This person is not attached to my apt, they are next to me across a hallway. The issue started when both dogs would CONSTANTLY bark by the front door at literally all hours of day and night. It was very loud, I can even hear them in my apt. I do my best to ignore this for a while but then I notice I never EVER see the dogs outside of the apt to potty or anything and I have a front window view of the grass area where everyone in our building passes by when taking their dogs out for a walk or briefly to potty. I ask a couple ppl I know on the same floor and not one of them have ever seen either dog outside the apt either and my apt building has people coming and going at all hours. I can see the dog owners windows and they are ripped to shreds and often both dogs are just sitting at the window and they look so incredibly sad. So I snap a picture to send to the office to ask what to do bc I am extremely concerned. Also please note that every couple of days this apt puts at least 3 or 4 Tash bags outside of their apt full of mostly doggy pee pads and some destroyed items from what I can tell. Like it's really obviously full of pee pads and cleaned up dog mess (urine and poop). So I call animal control multiple times too. I tried to tell the office I'm pretty certain the resident has destroyed the inside of their apt and you can sometimes smell a nasty odor from their apt when you walk past it. The only thing that was done is the apt manager I guess made them get rid of one dog bc she said they were only registered for one dog in the apt. So now I don't see the brown dog anymore just the white and brown spot one and I rarely see that one anymore either. I don't even know who lives there bc I never ever see anyone ever. Literally never. It's very weird. And I can hear the dog somewhere in a room still barking when I walk past the apt. I think it's now confined to one room or even a crate possibly. Does anyone know anything I can do bc I'm trying so hard to help this poor animal. I'm not even a bleeding heart for animals, I don't even have a pet myself rn bc I can afford one and two kids is enough for me right now. But I am absolutely extremely concerned about this poor dog. Animal control seems to have done nothing and I've called and reported 3 separate times and the apt office seems to have just given up and dismissed the situation. Please advise. I'm moving soon and I want to help that dog before I leave for good.
