Dog #1 = 4 year old sheepadoodle

A week ago, we brought Dog #2 into the mix. By all accounts, he didn't care about my cat upon introduction (he'd already been exposed to a tiny dog at his previous house). However, despite have a tolerant relationship with my cat, Dog #1 still sometimes "obsesses" over him and will, on occasion, corner him or chase him (always friendly).
Dog #2 latched on to this idea and is now obsessed with the cat. What's worse – both dogs get each other riled up. Neither of them are violent, but any time my cat shows his face, both dogs get amped up and will (1) stare obsessively (2) pant heavily (3) corner him (4) sometimes chase, though we usually don't let it get that far.
Is there a way we can take away the novelty of our cat? We know it's possible with Dog #1, but it's very difficult to get both of them calmed down.
Another note: both dogs are fine with the cat at my in-laws' house. We think it's because the cat doesn't give a shit about them (doesn't act scared, doesn't run away, just lays there).
