I hate my roommate for neglecting her cat and turning him into an asshole

So my flat mate, we didn’t know each other too well when she moved in 6mo. ago. She is an aquantaince from work. Everything was going fine for the 1st month until she decided she wanted to get a cat after she saw a mouse. I said I didn’t want a cat because I already have a 17year old chihuahua. But I didn’t mind her getting one. We talked about it briefly. Our apartment is pretty small, just two bedrooms in the front and a kitchen and bathroom with a small hallway type living room connecting the rooms like an “H”

I went to go see the cat she liked. We were supposed to introduce the cat and dog before she brought him home, but the next day she just showed up with the cat. The cat had no food, No litter, no toys, no bowls, no bed or scratching post. She did end up buying a litter box and food/water bowl, but that’s it.

Fast forward to three months later, the cat torments me to no end.

He has constant diarrhea. He pooped on my bed multiple times, the floor, my dog’s spare bed, the bathroom mat, my pillow, my flat mates bed... For this reason, my flat mate started locking the cat out of her room at all times including when she is home or asleep. When she finally did take him to the vet after a month, she forgot to ask about this.

We finally found a food the cat could eat. He was fine for the first time in a month for a whole week. I suspect he is allergic to beef and fish. We talked about it and she agreed to feed him the wet food, chicken flavor. I put the other foods away under the cabinet.

For the last two weeks now all these other foods and treats keep appearing on his shelf.

She changes the food weekly to some new dry food or some new flavor of the wet food. She gives him handfuls of cat treats. Every time I see it, I ask her as I wipe diarrhea off my pillow or rug, if the cat ate something different. She will always say yes. She says the wet food is too expensive at $0.68 and she wants him to eat dry food. She thinks he will get used to it...

He now fears using the litter box because he has had diarrhea in there so many times. When she sees him throwing up or having diarrhea she also throws him in the litter box in the bathroom and locks him in there. He stays in there for long periods of time when she needs to use the kitchen or if he poops on something. There is no water or food in there and she removes the bath mat so he sleeps in the sink.

Other times she goes back in her room and closes the door.

This has a big impact on my life because I love animals and I don’t t like to see the cat in solitary confinement in the bathroom or having diarrhea. I have bought him a few toys and a water bowl for the bathroom along with food occasionally.

I scoop his litter so my dog isn’t tempted. My dog tries to eat the diarrhea which is really bad for her because she has kidney disease and is on a special. My roommate won’t get a covered litter box or a mat for the litter box so there’s always litter all over the bathroom. I clean this too.

Not sure where to go at this point. I have started having to close my door when I’m not home thereby trapping my dog in my room all day so the cat doesn’t eat her food or poop on my bed or so that my dog can’t eat the cats diarrhea he leaves around. I’m not allowed to put the cat in my roommates room. I don’t think she should have a cat. Yes, the cats behavior is terrible but I don’t t really blame him. Any suggestions would be awesome.
