My new kitten puts EVERYTHING in his mouth

My kitten is a bit.... special.

He’s not sure how to be a cat really, since he was raised by hand by a foster; he was all alone for most of his life.... and other cats his age scare him. He was abandoned at birth (by the mother cat, most likely), probably because he’s got some physical and mental issues.

He doesn’t clean himself, he doesn’t make any noises (no meows, no purrs, no growls, nothing), he doesn’t understand his scratching post (or scratching in general really, his claws getting stuck on stuff confuses and scares him). His balance isn’t so good so he falls over sometimes, and his vision in his right eye is questionable so he runs into things from time to time. He just learned how to jump up onto the couch in the last couple days.

His jaw doesn’t work quite right (he’s not in pain), so his tongue is always sticking out and his mouth is always slightly open so he always looks surprised. He can’t chew hard food from what we can tell, and he just kind of inhales wet food. It makes him a little slobbery, particularly after drinking water, but we love him anyway. We’ll probably get some x-rays done in the next couple months just to find out what we’re dealing with.

But with his tongue always being out... he licks EVERYTHING. Us, our stuff, the floor, the walls, literally everything. He also likes to chew stuff. I don’t generally have a problem with this as long as it’s his toys or box or blanket he’s chewing on, but lately he’s been going after the cords for lamps and our computers.

Anyone else that’s dealt with this, what’s the best way to get him to stop? I’m not worried about him chewing on his own stuff, but I don’t want him to chew cords or plastic or something and end up hurting himself or sick while we’re at work / school.

Also if anyone has any ideas on how to get him to start using the scratching post that would be amazing. I wouldn’t worry about this with a ‘normal’ cat, but I’m not sure he’ll naturally pick up on what he’s supposed to do.
