Vet keeps saying it's just arthritis but meds aren't helping my pup. Advice?

I have a 9 year old cardigan welsh corgi. I've had him since he was six and he's always had great check ups with the vet, no health issues, up to date with his shots, etc. A few days ago, my pup suddenly started having full body tremors and yelping in pain when my husband and I touched him, no matter where we touched him on his body. He also began having an incontinence issue, and his urine smells very strong and awful, as well as no longer eating or drinking water. Now obviously I am not expecting a diagnosis, but when we took him to the emergency vet, they said all of his blood panels came back normal and that he just had arthritis so he was probably just in pain from the cold. She gave him fluids and prescribed pain meds. Now that we're home, my old guy will eat as long as it's not dog food (he's a bit spoiled so I'm not too surprised by that), however even with the meds he is constantly crying and whimpering in pain. I'm not sure what to do. I've tried having him swim in the bathtub to alleviate his pain, doggie cbd, and rubbing his muscles and joints. Nothing seems to be easing his pain. Has anyone else experienced this? Is there anything else I can do to help my boy?
