Best way to train a puppy to stop crying and behave when locked up?

He's a new puppy. Like 3 months old. I'm not sure if it's too early to train him. But any time we lock him up, he high pitch barks excessively. And non stop. We would like to get him used to be locked in a room and alone. Our other dog took so easily to it as a puppy. This little guy though isn't having any of that.

I tried just putting up a gate and leaving him in a hallway by oue bathroom for now. And just waiting and ignoring him, not rewarding him with any attention until he quiets down. But he just kept going on and on with the high pitched crying bark for over 2 hours. Like 1 to 2 barks per second. With absolutely no pause. I was hoping at the very least he would wear himself out. I don't know what to do.

Should I be trying to train him for this at this stage? If so, what should I do?
