Help. Older dog has become violent.

So have an older dog, pug/corgi mix, who has always had trouble. Background is that he was rescued from house fire where he was the the only one to survive. Next he went to a farm house and was owned by a pair of animal horders. The county had to come in and pull all the dogs away for their safety. An EMT who who was also at the fire recognized the dog and was able to intervene. Long story short Charlie had come to live with me and my partner. Charlie had a slew of medical issues and we tried to give him as much attention as we could. He ended up physically healthy but there were still long lasting issues. He was agressive stubborn and very obvious PTSD. I still lived him as I have a soft spot for old cranky dogs. Things were good and as long as we stuck to specific rules like keeping him as calm as possible and limiting his interaction with other dogs.
So fast forward about 8 years. We believe Charlie is at least 11 years old (8 years with us and 2+ years with the horders) and now he has become what I can only assume is senile. He will act like a puppy but seems to snap at the drop of a hat. If my partner touches me then he starts to growl and has attempted to attack him. Charlie has gotten to be too much and will really only allow me to get close.
I'm torn as to how to go about this. I have no idea how old he is really and I have started to consider having him put down. It breaks my heart to have those thoughts as I don't know what kind of quality of life is left to him. Does that make me a terrible person or is there another option to do?
