Is getting a dog when you live in a 15th floor apartment and have a 9-5 job a bad idea?

I've always wanted a mini aussie shephard.

I would be a first time dog owner, having only lived with other people's pets. I would love the companionship, and outdoor adventure buddy, and understand that they need constant attention. I'm thinking to start, I'd need $5K saved up in the bank just for emergencies and first year medical expenses (outside of initial costs).

My apartment is about 800 square feet, with a 10 foot long balcony. Our elevators sometimes are busy or one is taken by movers, so sticking to a strict schedule or having a doggie pad on my balcony might be needed. Most of my neighbors have dogs. We have dog parks nearby and my job allows me to bring dogs to work if they are well behaved and can stay quiet. If I'm too busy, I could leave them at doggie day camp during work hours like two of my friends do.

Is it better to try and move to renting a condo or home in this instance in a year or so?
