Looking after two Pomeranians while in laws are on holiday - advice please.

My in laws own two Pomeranians, they've only had them since October. The have gone on holiday for two weeks and charged me with keeping an eye on the place and the pups. I only live next door so this is no problem for me. The thing is, I have no experience with Pomeranians. I had Jack Russel Terriers growing up and in comparison, these two little fluff balls just seem incredibly highly strung and, I don't mean to be mean, but, not too smart. They haven't been very well socialised, as my in laws don't believe in allowing animals inside the house, so the two Pomeranians live in the garage, I know that they are always well fed and are safe, but they don't get out much, maybe once a fortnight? But I could be wrong about that. Anyway, I went in to feed them this morning (first day of my duties) and they are just crazy little creatures! They are extremely skittish and excitable. They don't understand basic commands like "sit" or "stay". I have to chase and catch both of them to get their harness on to take them for a walk.and I just wonder is this normal? Also they poop EVERYWHERE. It's crazy hard trying not to step in it, while picking it up, and having the two little things jumping all over me at the same time. Is this just the way Pomeranians are or can I take steps to at least get them to let me put their harnesses on?
