Our puppy was attacked by another dog at pupsitters place, after which he passed away

Hello all! I need your suggestion. One of my friends bought an 8-week old puppy. She was looking for puppy-sitters who can take care of the puppy when she goes to work. We found an 18-20 yr old girl on Rover app who seemed like a very nice person that loves dogs. She was already taking care of 6-7 dogs and had good reviews on Rover. When we first met outside her house, we saw few dogs barking from her window. We made sure that she does not take the puppy anywhere near the dogs and she assured us the same.

One day, my friend received a call from her saying that another big dog attacked the puppy and she is taking the pup to the nearby vet hospital. She said the other dog barged in when she was putting water out and the dog attacked the pup. She said the dog had never behaved this way and by the time she tried to separate them, the harm was already done. The veterinarian doc tried to save the pup but he passed away. My friend is going through a really tough time right now. She really got attached to the pup in a short time span and her life revolved around the pup the entire time he was with her.

My question is what’s the next step my friend should be taking? We understand it was an accident. The pup-sitter could’ve prevented from all of this happening but it is what is. We don’t want to report it because we read online that if reported, there are chances that the other dog might be separated from the owner and put in custody as he might be harmful to other dogs too. My friend understands the pain of separation and does not want the dog to be separated from its owner. All we want is for the pup-sitter to give up this job. We think she should not be doing it anymore because there’s no guarantee this incident might not occur again with other dogs/pups too. How do we ensure that she does not continue doing it? What is usually done in these type of situations? We moved from outside US to California a couple of years ago and are not sure how things are dealt in such scenarios and what the law is. Please share your opinions. Thank you in advance for all your help. It’s been a really tough time for us. We are all heart-broken with this incident. Hope he rests in peace.
