Advice of Neighbor's Cat

Hello! To make a long story short... I have a neighbor who has a cat that stays outside. He is SWEETEST cat. We have been living in this neighborhood for at least 6 years now and he has always been known to us as an outside cat. My son stated he is allowed in the house since he would hang out with our neighbor's son. He always comes to our driveway and hangs out with us if we are outside. I feel as if he is looking for human contact. We ourselves have a dog and cat, who are super spoiled and loved. Anway, yesterday my son went to the mailbox and noticed the neighbor's door open and they tossed the cat out. When he told me this as I got home, I felt so horrible for the cat. We fed him and he really enjoyed the food we gave. When I pet him, I felt ribs and bones. His coat isn't as soft as our cat's. His paws are so dirty. I couldn't sleep last night knowing he was outside alone. I spoke to a co-worker this morning and she stated he could have worms and possible an upper respiratory. Reason she thinks this is because when he meows, it sounds like a raspy sound. We can't afford to take him to a vet since our cat just had surgery to correct his urinary issue..and kind of trying to settle our feet from spending unexpected money on surgery. We would love to take him in and show him love and watch him flourish. Any advice on what to do? I thought about taking him to our shelter where we actually got our two animals from. And maybe I can pretend I found and then later adopt if I can. I don't know what to do since it isn't my cat and don't want to see as a thief either and have bad blood between our neighbor. I'm just shocked they treat this cat like this since live in a nice house, drive nice cars, always having get together, etc. I cant stop thinking of this cat so any advice would be helpful. Anything cost-effective would be great as well.
