Foster cat won’t come out from hard to reach space

Hello I’m fostering a cat and she’s hiding in my basement. We always keep the door closed so no pet can go down but she snuck in and she’s in between the basement ceiling and first floor.

She’s able to move around and get down. I set up a trap with fresh cat food and a trail of treats for her to go in but the problem is she just won’t get down.

We’ve built ramps and put up ladders for her to get down but she refuses. (She can easily get down, I’ve seen her jump from higher places) it’s now been two weeks. We stopped trying to catch her by luring treats and trying to grab her. Now it’s a waiting game until she’s hungry enough to get down.

She hasn’t had water nor food in days. She’s still alive as we check up on her, let her smell the cat food and treats and show her where we left it. But she has not stepped down at all. I don’t know what to do anymore. We’ve tried catnip, tuna, sardines, etc.
