How can I get my cat to sleep all night?

I know that it's a common question, but it seems like I've tried everything. The situation is that there are two cats in the house. One is 16 years old, nice and purring cat Luca. The second is 2.5 years old - wayward Casimir. We adopted Casimir half a year ago and were faced with the fact that this mischief does not sleep at night. At all. He attacks the older cat, tears up things, asks for food, and if you don't pay attention, he starts peeing. It doesn't matter where - on the sofa or on the carpet, he pulls things and towels in the bathroom and peeing on them too.

And he attacks, bites and scratches the elder cat during the day. Luca is old and got no energy or desire to fight back, and Luca also hasn't communicate with other cats before.

They tried to give Casimir sleeping pills. No sense. We started to walk him - sometimes it helps, but more often it doesn't. We don't let him sleep during the day, but it does not always work out.

The vet says nothing about this. Both cats are neutered.

It's a cry for help, I just want to sleep.
