I think the black tom stole our queen's kittens

So I think you're all familiar with the story of the queen who lives at our home but doesn't let us touch her. She bore her litter in our storage room, we moved the litter to my brother's room, and everything was nice and dandy.

Then a black tom started harassing our queen, and we had to shoo him away twice last night. He's a very threatening tom, very big, all black furs, yellow eyes, and very filthy. This afternoon my mom went to feed the queen and found the kittens gone. We thought the queen has taken them somewhere else, but I think the tom has eaten them or something? I don't know, do toms take away kittens? Especially stray toms? Because the queen is sitting in our yard, mewing like she's very sad. We don't know where the kittens are. Their mom won't eat. She just howls.

What should we do?
