Why would a stray cat let me pet him?

I was going to a shop nearby and saw a cat and it looked directly at me. The face looked really aggressive and was just staring at me.

I tried to approach and it was slowly walking away. I followed it for about a minute. The whole time it was walking super slowly. It stopped close to a house and put it's tails all the way up. I got closer and it didn't move and i slowly touched cause I was scared I will get bitten.

It was super nice and happy and was running around me. Also put it's back on the ground and started to rub lol. Dead ass I was so confused. I had no food or anything to give, I just left after petting for a while. I wish I could bring the cat with me but I am out of town.
