Anyone have experience with purchasing an extra plane seat and placing your soft pet carrier there (even if the policy is to put them under the seat)?

What is stopping someone from putting their soft pet carrier in the extra seat and placing a jacket over it so the flight attendants don't notice? I really don't want to put my cat under the seat, I think that's stupid.
