4 months ago or so we had new neighbors move into the apartment right below us. They have two dogs, and one of them is a nuisance barker. In the past we've filed a noise complaint with our building's management because they would let the dogs stay on the balcony and bark at everything.
Their, and our, balcony overlooks a dog park and the front steps of the building. There's a lot of activity and the dog just barked away making our balcony basically unusable. I believe they've gotten other noise complaints from contractors and movers who we've seen not want to come into the building since the dog also loudly barks behind the door leading to the hallway. During those moments I believe they've tried locking him in the bathroom, which I then hear a TON of commotion (like, the dog just goes wild in the bathroom, sounds like he's trashing it)
So while the balcony barking's stopped I feel like they've been disciplining the dog a little more intensely to no avail. At night we'll hear a bark, and then immediate yelling. I don't think I've heard them strike the dog, but I have heard more and more instances of the dog barking, getting yelled at, then it jumping on/crashing into something. There's generally a lot of commotion.
The doggo parents seem nice enough. I've seen them go on walks, and give reward treats when the dog doesn't bark, but I've also seen them utterly fail to keep the dog from barking and leaping. It's only been in the last couple weeks that the commotion/sounds of the dog crashing into things and the yelling has noticeably increased.
Is this pointing toward them struggling with an overly-excited dog? Am I overthinking and potentially choosing a nuclear option if we called animal control?
