How do I know when to contact spca?

My wife and I have concerns over our neighbours and their pets (one dog, golden retriever lab mix 8-10 months old and two cats, age unknown). We share a house that has been divided into two apartments, so it's close proximity living. The dog is constantly in a cage and never goes out for walks. (Just halfway down the driveway to use the bathroom). We can sometimes hear him barking for half hour or more in the mornings on weekends (we assume he is needing to use the bathroom) before the owners bring him out for a quick bathroom use around 11am. We know for a fact the dog suffers from a stomach parasite and has for most of its life (we don't know why they have not got his situation resolved). The three animals and two people live in an apparent approximately 400-500 square feet. The owners have just left for 2 weeks and taken the dog with them. The cats have been left on their own, is this ok? We don't want to be mosey neighbours or whistle blowers but we also don't want these animals to suffer. Any advice would be appreciated
