Adopted cat won't eat, drink and has urinated himself

My girlfriend adopted a cat from a private owner 3 days ago. Since coming home, we've given him plenty of places to hide in her room (it's a small apartment so she can't dedicate an entire room to him) as well as providing wet food, water and a two litter boxes in discrete locations. He has not touched any of the food we put out and has not drink any water. He also has not used the litter box at all and has urinated only once... all over himself (and it was a lot of urine). At what point do we consider his lack of nutrition an emergency? Any suggestions on what we can do to encourage him to eat?
