Help! Cat is peeing everywhere. Advice, please.

Long story short, my mother has six cats. She’s not home anymore because she’s her boyfriend’s caretaker at his place. My brother takes care of her (and my sister’s) cats. I’m away at school. Two of them are my sister’s, who’s out of the country for the next three years for the military.

My sister’s one male cat has had bad habits since he was a kitten. He pees EVERYWHERE: sinks, next to the litter boxes, plastic anything, flat/circular trays (like a food dish), in the sink, in the showers. None of our other cats do this. My brother has tried everything from separating the litter boxes, to collars for him, pouring bleach in the sink, special cat litter. He occasionally uses the actual boxes. We’ve brought him to the vet and were told it’s a behavioral thing.

When he was just a few weeks, our dog got into the room he was kept in and my mom found her holding him by the neck (like a mother dog does to a pup). He wasn’t breathing for a little, but my mom was able to save him.

My mom thinks his peeing stems from this incident. My brother and I think it’s from him being around too many other cats. My mom already asked my sister if we can rehome him and she gave a firm no. It would be sad to rehome him, as we also have his younger sister and they’ve become close. But we feel as though we’ve exhausted all other options. My mom is considering re-housebreaking him with a crate.

It’s not fair to my brother who never signed up to have cats (he has never lived with my mom).

Is there anything else we can try/do? Is it because of the other cats?
