I want a dog, but I'm not sure if my situation will allow it

I'm 25, I live alone in a townhouse, I work a 9-5 Monday-Friday job and go straight to the gym after work most days since it's on the way home from work. Occasionally I see friends after/instead of the gym as well.

My house does not have a yard, so unless I want to get the dog used to using pee pads (which obviously isn't ideal, especially since every room of the house except the bathrooms, kitchen and garage have carpets) I'd have to take him outside every morning and night.

I don't mind the extra work and effort I'd have to do to have a dog, I've had two growing up in my parent's house and I know what to expect. My main concern is not being home enough to take care of the poor thing. I feel bad leaving them home alone for long periods of time, not to mention making them wait to do their business outside. Fortunately I have an empty bedroom in the house I can dedicate to the dog in some way; maybe put some kind of fabric down that I don't care about to protect the carpet.

A friend of mine keeps telling me it's better to have a dog alone at home than have it stay in a shelter. I just don't know. Any advice is appreciated, I do want one very much.
