Hi, I don't know if this is the right place for this, but I could use some advice on this frustrating situation. My neighbor has had a small, cat-sized off white poodle dog for as long as I can remember. This dog is at least 13 years old. He has lived his entire life in their backyard, and very rarely someone would pet him or play with him. He had a companion chihuahua who died roughly three years ago. After she died they got german shepherd. They had him for just a few months before returning him back to the shelter. When I asked their daughter why, she told me the dog wanted to be inside too much. So they took him back. Fast foward to December of 2018, they suddenly have this adorable, sweet calico cat and what looks like a beautiful, fully white husky female. (They still have the original poodle dog too) I take note of the fact that the cat and two dogs are 95% of the time outside, rain or shine, frost or not. The new dog cries at the gate every single day. The cat sits under my window cold mornings crying loudly. I hear their 12 year old boy talking badly to his new dog. Telling her to shut up, and just plain ignoring her. They don't walk their dogs or anything. They just have pets for the sake of having pets. This morning their poodle dog was yapping at the gardeners on their side, so I took a peek out my window to see how he was doing. He's skinny, dingy and just looking straight up awful. I told my mom and she said as much as she hates it, we can't call them in because it'll be obvious who did it. I don't know what to do, their pets seem miserable.
TLDR: Neighbors pets live their lives almost entirely outside even in the cold rain. No one goes to pet them, walk them or play with them. They cry at the backyard gate every day. Mom says we can't do anything because it'll be obvious who called them in.
