White powdery residue when I scratch and brush my dog. Is this a groomer issue, vet issue or can I do something about it?

My dog is about 1 and a half years old. Looks to be black lab, bull dog, boxer mix. He is about 50-60 lbs. I recently discovered he may be allergic to beef about 2-3 weeks ago since he was shedding everywhere, a few bald spots and got red itchy spots. He is now on petcos salmon and pea dry food recipe. I got him about 4 months ago and have noticed he is super itchy.

I have had him on allergy vitamins and it hasn’t helped the itching. I bathe every 2 weeks with Burt’s bees itch relief but noticed he got a huge raw itch spot after the bath so I since then have used baby body wash. If I scratch a spot too long, it will turn red and raw then crust over. Due to some home complications I have got him groomed the last 3 times and they used oatmeal shampoo.

He is on heart worm treatment. The oral antibiotics with the heart worm prevention for 6 months. He is done with the antibiotics and has 3 more months of treatment left. I brush him every day or every other day because he really enjoys it.

Also I don’t know if this is relevant but he is really gassy and has soft stool. He will got to the bathroom 4 times before he is don’t and it not totally liquid but close to it. He does push really hard to go, and some clear liquid comes out. However, His fecal test was totally clean. He is also flea and tick free.

I don’t know if any other information that would be helpful in ruling out any conditions. Any advice is welcomed, I want to be the best owner I can be because he is my best friend.
