Are pet stores okay as a last resort?

I desperately wanted to adopt a rodent from my local shelter (either a hamster or a pair of female mice), but was turned down because Im under 21, and was told that is the minimum age for most shelters. There are no other rodents up for adoption within a 75 mile radius (at shelters or from breeders), and a hamster or a couple of mice is all I have room for. I know they’re absolutely horrible, but is it okay to buy pets from Petsmart or Petco if it’s your only option?
