Is it ethical to leave your cat locked out of your apartment?

I’m asking because my neighbor does this with their cat. It seems like they keep it inside during some hours of the day, but at night they keep it outside. We live in an apartment, which is why I’m concerned because the cat doesn’t have cat door or any way of getting inside when it’s hungry or needs shelter. Owner doesn’t leave food or water out.

I’ve never owned an outdoor cat so I don’t know, is there anything to worry about? I’m just concerned for the little guy.
