I just moved to the United States. I live in Virginia, Montgomery County. Our next-door neighbor has a Jack Russell dog. He cries 24 hours a day to get attention of owners. I fall asleep at night with this dog crying, and when I open my eyes in the morning this is the first sound I hear. In the garden there is an area of 80 square feet for this dog, surrounded by wires. There is a dog house inside and a canopy over it. The place is not bad, but the dog is very unhappy. As far as I can see they never get the dog out of there. They sit in the garden most of the day, and while the dog cries, they don't even turn their heads towards and look at the dog. I moved to this house one week ago and I never saw that the dog was not in that cage. They saw me while trying to record a video of the dog's condition and told another neighbor that I was taking photos of their garden. What can I do to help this dog without getting into trouble with these people?
