Breaking cat’s (17 y.o.) dependency on drinking from the tub?

My cat loves tub water to the point of obsession, as did both of his sisters. No matter how often I change the water and filters in his three fountains or how convenient I make it (such as putting a fountain on my nightstand since he spends much of his time on my bed), more often than not he will choose to stand in the tub indefinitely until the faucet is turned on. With him being 17 and having a fairly advanced case of kidney disease, we don’t have the luxury of forcing him to give in to his thirst, which means the tub is left on to drip far too often. We a serious drought happening here right now, so that is not good for our private well.

I’m wondering if anyone has figured out any secrets to breaking this dependency or an invention to recycle the water in the tub.
