Got a new kitten and having trouble disciplining him

Title. My mother suprised me with a new kitten a few days back because I've been begging them since I was little. He's already comfortable around the house and is comfortable around us.

My mother got the kitten from a farm where she got offered one for free and immediately brought it home. Out of excitement my mom forgot to ask about vaccinations, age of the kitten or if it has been to the vet before. I've already bought most of necessities for the kitten like food, toys and a litterbox.

My problem now is that while I'm playing with him that he always tries to bite/chew on my fingers/arms/toes, sometimes I barely feel it and sometimes he puts a lot of force into it. And occasionly he just licks them, which I don't really mind. I want to correct that now so that he won't be doing it when he's grown up. I've tried saying no loudly, hissing, grabbing the back of his neck and even ignoring him, but he keeps doing it. I even read once that you can try to force his head as far down as you can but that is something that I ever want to try again because it made him cry/meow which broke my heart. I don't want to make the kitten sad or make him uncomfortable at all during disciplining. I just can't take it seeing him sad. Other than that I know that he loves me already and loves to be around me. When he's not full with energy he mostly just lays on me and tries to take a nap or walks over to my face and gives me licks.

Speaking of energy, he claws and bites mostly when he's in a playful state. Meaning he runs/dashes really quick and tries to suprise attack me from behind or when I'm not looking. I don't know if that has anything to do with it.

I'm trying to put as much attention as I can into this so the cat can grow healthy and without any underlying problems, so if anyone has some information to help me out that would be grand.

I don't exactly know the age of the kitten but I would say around 10-14 weeks.
