My cat is becoming really violent and aggressive

I started fostering a cat a few months ago who came to me with a bad limp and hip injuries. He is only about 1.5 years old and was stepped on as a kitten. He’s has a Femoral Head Osteotomy (FHO) on both hips now. He got his most recent one about three months ago and has fully recovered from it but is still limping on the leg that they operated on first due to scar tissue build up (which he has a follow up appointment for Thursday) The vet said that this particular surgery helps decrease the chance of arthritis pain down the road.

He’s always been such a loving boy since the day I brought him home. He also has high energy and could play all day if he could. At the beginning, he would playfully attack me in what I believe was him trying to play with me but most times it turns a little rough. Recently he has gotten a lot more aggressive to the point that I am scared of him and it makes me really sad. He gets a really angry and mean look on his face and will attack me like he wants to hurt me. I will be laying down and he will come up to me and start cuddling and nuzzling me and then bite my cheek HARD trying to break skin.

I’ve done a lot of research on this and different things to try but I am feeling hopeless because nothing seems to be working and he’s getting more and more aggressive towards me. I’ve tried to sternly say “no biting” or scream in a high pitch voice and put him in another room/ ignore him. I really have tried to rule out everything that could cause him to act this way but am clueless :( I want to adopt him because I love him and can’t imagine getting rid of him but I’m wondering if the best decision for me and him would be to find another home.
