Rejected for Kitten adoption

Hi All! So me and my roommate have been wanting to get two kittens (bonded pair) and been searching for a while now. We got rejected twice for some reason. I thought the second time we would for sure be qualified because we are both working students and in a grad program mostly working from home, meaning we would be able to cater to the kittens most of the day. My roommate also has experience working with kittens because she’s volunteered at an animal shelter before, and has family that have cats as pets. We also live in an apartment where our landlord approves of have 2 pets per apartment. We are both financially stable and understand that we are ready to take care of kittens given the cost cans veterinarian care. Also, my roommate would be the one to keep them if we are separated as she would be the main provider. I feel like we filled out the application as best as we could and feel a bit discouraged to be be rejected again.. Can anyone give us some tips or advice on why this happens? We are not going to give up as we want a bonded pair, but it’s becoming really difficult to adopt..
