Dehydrated cat

I have 2 cats, 3 & 4 years old & the 3 year old one (her name's tootsie) came back from the vet with a suspected urinary tract infection because of some crystals from an x-ray/ultrasound & very cloudy pee during her pee test. Her stinky private parts (I've been sniffing it quite Abit out of curiosity & concern) were the main giveaway for me to take her to the vet. A week later the smell went away but it's 4 weeks coming now & it's back!!

They're both on wet + dry food diet & the wet food's moisture content is quite high at 90%. They also have 2 water fountains & a still bowl of water.

Cats are notorious for not drinking enough water. How can I make her drink more? Apart from adding water to her wet food.
