Dog Lovers if Reddit: what would you think was going on if you knew a pet owner who'd adopted 12-15 dogs in the last decade and they were either rehomed or died in mysterious ways and never lived past age 7? [Serious]

Basically I think I know someone who abuses animals and I'm looking for some opinions before I report. I can elaborate if needed but fir the most part everything is in the title.
