I need help

I want to move my 8 year old indoor cat into an outside pen. My mom recently got a new job that causes her to be on night shift and she won’t let me or my sister stay at home by ourselves overnight. I want to move her to where I’ll be staying because she can’t stand being without me and I don’t want to leave her at our house because I’ll never be home. There are three problems though. 1.) She’s never been outside 2.) They have a dog right next to the empty cage who barks and 3.) She can’t come inside because the people are allergic. Any help or advice would be appreciated
