Is this the right time to get a pet?

I'm considering adopting a small dog but am concerned about the possibility of rehoming it.

I live in a flat that has enough room indoors for it to roam around as well as a huge yard for it to run around in. I work 8-5 most weekdays, can usually come home for lunch and have plenty of time for it on weekends. When I'm at home, it could hang out in the yard. I enjoy walking and could take it out everyday and on hikes, etc. I have enough money to cover its initial costs and day to day needs and toys but if it were to need surgery, I may struggle a bit.

I also have a contract job for a year and have been considering applying for a job overseas (getting one would be a long shot). Worst case scenario, if I were to leave after a year, my parents (old but not elderly and love dogs) live less than a hour away and I can pay to get someone to pick up after it and take it for grooming etc.

I've been thinking of adopting because I finally live in a pet-friendly place, have more alone time than I know what to do with and would like a jogging and picnic buddy (also help with depression, anxiety and help me connect with another living thing).

For the dog, I know rehoming it after a year could be cruel, but it would go to a good home. Also, if it's currently living in a shelter with limited resources and many other doggies, would rehoming be the worst thing?

Just want to make sure I'm not making a selfish decision.
