Stray (lost?) cat meowing a lot and rubbing on me

Hello!

A few days ago, a kitty showed up on our backyard porch. IDK about their gender, however they are rubbing up and meowing a LOT. As soon as the sun is setting, they show up and meow almost constantly. It's pupils are constantly dilated, however they appear to move and orient themselves fine.

We have our own outsider cats; a female and a male cat, both fixed. It doesn't appear to care about either; when they are around for things like food time, it just ignores them and goes straight for the humans.

I am asking here because of a rabies concern. There are a lot of foxes who live around here, and while they are pretty consistently vaccinated, we can't be entirely sure. I am also asking here first, because if this behavior is normal, I don't want to call animal control on it.

Does this sound pathological, or is the kitty just lost? They are really well kept, no missing or matted fur, and no apparent parasites or medical issues.
