Thinking of adopting kittens rescued from a feral situation - what's the long term behavior to expect

The kittens were rescued at 3 months and have spent 4 months at foster house to socialize. I visited and they were still skittish and would try to crawl under the sofa once every 10 mins. They were held by either the foster parent or myself during the time because of it, other than it they were ok with being held and were interested in toys etc... I was able to hold them for extended period without any aggressive/scared behavior. I was told one of the kittens was adopted and returned four days later as she was not eating and crying nonstop. My question is this good socializing progress at 7 months? I've not owned any cats up to this point disregarding family cats so I'm trying not to make a hasty decision now and get overwhelmed later.
