Help - I have a devil cat

If someone can help, I would be very thankful. We have a 9 month old male cat. He was always more wild and playful than any other cat I've had but I assumed it is because he didn't have contact with his mother from when he was about a month or a month and a half old (we didn't separate him, we just found him that small under a car). The thing is, recently he started acting out. We tought him not to attack legs, which he stopped for a few months but now he's back at it. We are just walking and he jumps at the back of our knee (which hurts very much if your leg isn't covered with clothes). He was also peeing on plastic bags from time to time and we learned to put them away, but recently he peed on a paper bag in a closet and a few days ago on a bed in which we sleep. I cleaned the bed and I already caught him a few more times preparing for doing it again. Also, he starts running and making noise as soon as we go to bed, then he falls asleep about one hour later and wakes us up again at about 4 AM, at which point we have to put him in another room where he gets bored and falls asleep again. If anyone can help, please do, I'm going nuts. We tried putting several litter boxes in the apartment, we tried negative reinforcement as well as positive - nothing seems to work. We plan on castrating him because he get unbearable when he is in heat (very loud meowing at around midnight, crying to let him out, urinating even more around the apartment, not eating, etc.), but I hope there is another way of calming him down.
