How do I teach my cat that biting/scratching is not ok?

I adopted a 1 year-old neutered male cat three months ago. The shelter had him listed as very affectionate. That only turned out to be true for the first few days 😬 Over time he has gotten worse and worse about biting and scratching myself and other family members.

I often need to pick him up - when he's on furniture he shouldn't be on, when he's scratching up something, when he's jumping on my desk while working, etc. And when I pick him up and set him down, he's become more and more pissed over time. He'll immediately lunge for my hand or leg and bite hard and not let go.

I've tried saying "NO", "OW", hissing, blowing on him, etc. and nothing seems to get him to back off. I have to firmly grab his neck and take him to the bathroom for a short time-out.

I also know I’m picking him up the correct way.

What am I missing here? I don't understand how nothing is working and it's getting worse.

I play with him at least 2 hours throughout the day. He's the most hyperactive cat I've ever interacted with.

I'd love to teach him that biting/scratching is never ok. How do I go about this if none of the methods I've tried so far have improved the behavior? I feel like he’s constantly annoyed since his tail is always swishing 😭
