Help With Pet Insurance?

So a little background....my family has 4 yo male havanese that we got in December 2016. My little sister (16yr old) had been begging for a dog for a while and my father finally agreed at that time but unfortunately left all the details and research to her (I was away at college). While she did a pretty good job with picking an ideal breeder and all the documentation, she never really considered insurance. Fast-forward two years, the little guy developed bladder stones and my dad had to fork up almost 7k for medical costs. My father was very upset and while we love the little guy, it wasn't easy putting that much money. Now, imagine my surprise, when I finally move back home, that he STILL doesn't have pet insurance. I've taken over responsibility for the insurance and I am in need of advice on insurance suggestions. I already know his bladder stones is considered pre-existing and probably wont be covered, but I would like something that not only covers unexpected accidents and illnesses but also wellness visits, exams, and tests. Basically something very holistic. I don't think my father would pay that much again so I just want to be at peace with no worries if I have to leave again that he'll be okay. Thank you for any advice you guys may have!!!
