Have a 6 month old kitten, and I just got a new 2 month old kitten, should they be acting this way?

Once I brought the new kitten home, I did the slow introduction. However, as soon I took her out of the box, my older kitten was all over her, grabbing her on the back of the neck and doing bunny kicks. This did not seem to hurt the kitten, but she does meow loudly when my older kitty does it. I have separated them multiple times, but she still makes a beeline for her as soon as she enters the room.

I have noticed other things, not bad, but she does seem to groom her so I take that as a good sign and some times she "chirps" at her, I guess trying to get the new kitten's attention. Should I continue to separate them? There is no negative behavior such as hissing or piercing the skin, but the constant jumping on her is kind of worrying me. I don't know if it is a dominance thing or what. Please help!

Ps. They are both girls. she is not using claws, but she is playfully biting.
