Cat Genital Surgery

TLDR; Male cat can't pee and have to take him to vet multiple times a year. Would perineal urethrostomy surgery be more affective and overall better for my cat?

Some background: I have a male cat around the age of 6. For the past year and a half I've had to take him to vet in a panic because he randomly can't urinate and I know that can kill a pet if not treated timely.

He started showing warning signs of this happening again last night and this morning I was woken up by my dad saying that he had not come out to eat his breakfast. After 10 minutes of searching, we found him in the cat box with his head sticking, where he stayed for a total of 15 minutes. Needless to say, I'm taking him to my vet the moment they open. This will be his 5th visit for this particular problem and the last time I had to go to a different vet due to availability issues, for $400.

So here's my question; I was told there was surgery where they basically turn male genitalia to female in male cats because usually this condition will happen multiple times in male cats unless they get the surgery. Has anyone here ever done this? If so, about how much did it cost?

I don't want my kitty to hurt anymore and if this surgery would help I would like to move on with it. Thank you
