Neighbour's cat practically lives with me. Help!

I am looking for advice in this situation. I live in an apartment complex. Since November of 2018, I've seen a small kitten roaming around the apartments looking for food and playing around. I've met her owner once and he seemed like a fine guy, he told me he found her on the streets and she was an outdoors cat with a lot of energy. Fast forward a few months and this same cat practically lives in my front porch area, crying for attention and food. She roams arounds, plays a little but always comes back to my front porch and cries for hours until me or my husband open the door for her. She loves being inside our house and sleeps for hours in our couch. My husband and I bought her food and made her a little house that we leave outside for her. I recently found out thru the neighbour's roomate that he's in a sober house, has not payed for the pet fee (and that's why she is outside for 10 to 12 hours a day) and she has no vaccines. This is a 4 to 5 month kitten we are talking about. We don't know what to do. We feel responsible for this little creature that looks for us. We want to take care of her and give her the propper assistance she needs.

We need advice on this situation. Any suggestion would be welcomed. Thank you!
