If a cat is microchipped to a person, can the same pet have a different legal owner if it is adopted by another person? Or will it forever be the legal property of the person the cat is microchipped to (or the originally adopted of the cat), despite the fact that the new owner has proof of vet bills, food etc... I would also like to know if the microchip is deemed obsolete if the new owner obtains a license-be it in the same or different province, country or continent.
