Kitten Questions

Anyone who has extensive kitten experience, one of our two new additions is very timid and shy. Extremely scared of your hand being reached out toward him to offer a sniff or pet. If you catch him from behind and he doesn't see the hand he is more accepting of it, and seems to arch his back a little with your scratching movement "the cat butt wrench" type of thing and appears it feels good. But he is not nearly as sociable or outgoing as the other. He would not come out for at least fifteen minutes when we got home. He is just over a week younger than the other. They seem to get along great. He is eating and drinking just fine. He seems maybe a tad underdeveloped for his age but maybe not. He is 9 weeks and the other is 10 weeks. His meow is very sheep sounding and has like a throaty ehh ehh ehh noise to it almost as if he is straining or it is hard for him to push it out. It is weak and skippy sounding. I finally got him to purr earlier when he was half asleep and allowed me to stroke him several times and gently caress under the chin. This was the first I heard a purr. It was so quiet it was almost inaudible. It also had that strange sheep skipping straining sound to it but is VERY quiet. He is definitely the MUCH more fearful of the two. The other is very lovey and seemingly well socialized. The other thing is, we were told he was born out of a litter of five or so and was the only one surviving, and that the Mother might be older with some type of issues due to climbing up on retiring age, and maybe have had previous birthing issues and will be her last litter. Wondering is this is some PTSD or improper socialization or even medical condition, maybe was not nourished well enough before weaning, not sure. If this is purely behavioral I will be so thankful. They did just come off a four hour plus flight to get here. Came from a breeder. This is very young to be showing such fearfulness it seems.. I am so hoping it is not some hereditary issue that is passed on from genes and a condition waiting to happen.. :( Any help is much appreciated, thanks!
