My neighbor has a puppy that they leave outside, it's on a covered porch and there seems to be a mini shed thing for it but it isn't enough. I've been thinking about doing something but I decided about 20 minutes ago when I came home to see it on the porch ON A LEASH WHILE IT'S RAINING. I'm furious an reporting this, but I don't know where is best. I'm not educated on where the best place to report this is, I know PETA has controversy, should I simply report to my local Animal Control, PETA, The Humane Society or something else? Please respond ASAP as I will be calling SOMEONE first thing in the morning
